Mark Carney's Report Card

Justin Trudeau had spent the last ten years doing everything in his power to suppress Western Canada: blocking pipelines, capping oil production, layering on taxes and creating regulations that singled out our industries.

Mark Carney promised a different approach.  He promised to get our economy moving and sell our products to the world.  He’s now had six months on the job and it’s time for a bi-annual review.

Mark Carney has had six months on the job.

The Buffalo Project has graded the prime minister’s performance on the specific requests made by the governments of Alberta and Saskatchewan as well as the broader economic health of the country.

Report Card: Alberta and Saskatchewan Joint Asks

Demand

Carney Progress

Grade

Demand

Repeal Impact Assessment Act (C-69)

Carney Progress

This legislation, dubbed the “No More Pipelines Act,” is still on the books and there have been no signals from Ottawa that they’re planning to scrap it.

Grade

Demand

Repeal the Emissions Cap

Carney Progress

Ottawa’s “emissions cap” is really a production cap on Alberta’s biggest industry. Auto manufacturing, steel, trucking… They're all big emitters. Why is the oil industry being singled out? Carney first hinted the cap might go, for now, it appears it’s here to stay.

Grade

Demand

Scrap or Amend the Clean Electricity Regulations

Carney Progress

Unlike other parts of Canada, Alberta and Saskatchewan don’t have significant hydro resources and rely on coal, natural gas, wind and solar for their power. Ottawa’s “Clean Electricity Regulations” are another policy that’s unfair to the West and will drive up the cost of power. Carney hasn’t budged on Trudeau’s plan.

Demand

Create Trade and Energy Corridors

Carney Progress

Alberta and Saskatchewan want to feed and fuel the world. The Prime Minister has signalled some support for opening the Port of Churchill to LNG but no announcement has been made. Carney’s “One Canadian Economy Act” promises national projects, and he’s announced an office in Calgary but there’s no pipeline on the list of approved projects.

Demand

AB: Repeal the Single-Use Plastics Ban

Carney Progress

Despite a court ruling against it, Ottawa’s plastics ban lives on. Carney’s appealing the ruling. Paper straws and extra headaches for small businesses live on.

Grade

Demand

AB: Repeal the Net Zero Vehicle Mandate

Carney Progress

Credit where it’s due, Ottawa has paused the electric vehicle mandate, at least for now.

Grade

Demand

AB: Repeal Legislation that Censors Energy Companies

Carney Progress

Ottawa’s gag law prevents companies from speaking about their environmental records and initiatives and may even discourage companies from pursuing these efforts.

Demand

SK: Reform the Broken Bail System

Carney Progress

Bail reform legislation is expected this fall and hopefully it will curb some of the crime the Liberals’ reforms unleashed.

Grade

Demand

SK: Stop Trying to Collect the Carbon Tax on Home Heating

Carney Progress

Carney scrapped the consumer carbon tax, which is positive, but still demands that Saskatchewan pay arrears for not collecting the carbon tax on home heating.

Grade

Demand

SK: Improve the Investment Climate and Accelerate Project Approvals

Carney Progress

Tax cuts? No. Project approvals? No. Investment under Carney? We're waiting to see. But, the creation of the Major Projects Office in Calgary is a good step forward.

SK: Improve Pipeline and Port Capacity

Carney Progress

A good announcement that funding is coming to expand the Port of Montreal and fund the Port of Churchill. But Bill C-69 and the West Coast tanker ban are still holding us back.

Overall Rank

Western Canada

Now, let’s see how Carney’s representing ALL Canadians.

Let’s take a look at the big picture, like Canada’s economy, leadership, and fiscal health? That’s the real test of Carney’s first six months.

National Performance Overview

Demand

Economy

Carney Progress

Carney talks big about “building a stronger Canada” but his actions have yet to match his rhetoric.

Tariff-free US trade was a major promise of the his campaign but while Canadians wait for a deal our economy is now shrinking.

Summer job numbers have also been bad with 41,000 jobs lost in July and 66,000 in August.

Grade

Demand

Fiscal Responsibility and Inflation

Carney Progress

As he always does, Carney talks about Canada’s spending problem like he means business, but his big words have yet to be followed by action.  Despite telling ministers to find savings, the deficit is expected to be larger than last year.

Inflation has eased, but mostly because oil prices have dropped and the consumer carbon tax is now gone.

Grade

Demand

Leadership and Accountability

Carney Progress

Other than occasional jaunts overseas to tell leaders how “European” Canada is, Carney is absent on the world stage. At home, it’s no better.

Meanwhile his government hires $2000/hr Washington D.C. communications consultants to teach them how to speak to conservatives - on the taxpayer dime!

Grade

Overall Assessment: FAIL (Needs Immediate Improvement)

Canada is experiencing an economic crisis and one of the greatest existential threats in our nation’s history.

Action is not optional.

Alberta, Saskatchewan and our nation require action, not more photo ops and roundtables.
